Summary of changes in OpenI18N Locale Name Guideline V1.1

 In version 1.1 of OpenI18N Locale Name Guideline, the following
 changes have been made.

 -- Locale Name Guideline

   - Replaced LI18NUX with OpenI18N
   - Replaced www.li18nux.org with www.openi18n.org
   - Replaced LI18NUX2000 with OpenI18N 1.3

   - Added several statements into the scope section and clarified
     who should conform to this specification

 -- Locale Name Alias Table [Ongoing effort]

   - Changed the name of TCA-BIG5 to TW-BIG5  ( per request from
     Big5 standardization subgroup )
   - Fixed a problem on aliases for GB-2312 ( public review comment )

 -- Locale Name Guideline Q & A [Informative]

   - Replaced LI18NUX with OpenI18N
   - Added more description to QA 7
   - Added QA 19 and 20
   - Fixed grammatical errors
